For endgame dungeons u have number of enters per day in most cases 1 run for free and 2 runs for elite players - double for solo dungeons for low lvl dungeons u have timer witch is usully 10 min and half that time for elite players. Dungeon cooldown start when u hit first mob or boss if u play as free player its not bad idea to kill 1 mob till us wait for other party members to enter. U can see blue information at cm from top of screen that inform u about cooldown not sure did they appear in chat window.
There is limited entries actually, although it applies at max level. The entries are doubled as Elite, and there are scrolls that reset these entries. Anything below level 65 simply has a cool down, that is reduced when you're Elite. Beyond that, always make sure you reset if you had not used Instance Matchmaking.
